December 14, 2005 Crummock (They pled guilty to causing the pollution in the Monikie Burn, Carnoustie after the soakaway they installed at Balmachie Farm failed to contain the silt it was designed to hold. A report on the incident was submitted to the Procurator Fiscal by the Scottish Environment Protection Agency (SEPA) and the case was heard on Thursday 8 December 2005 at Arbroath Sheriff Court. The incident arose after an area of land was drained to allow pipes to be welded. Water was pumped into the soakaway which didn’t remove the silt that was in the water. The silt entered the Monikie Burn leaving a visible plume in the water and covering the bed of the watercourse. SEPA were alerted to the incident following routine sampling of the Monikie Burn. Stuart McGowan of SEPA, said: “Construction activities have the capability to cause significant pollution to watercourses. It is the responsibility of the firm carrying out any works to ensure that the environment is protected as they carry out their work.” SEPA publishes guidance on good construction practice. The Pollution Prevention Guidance notes can be found at http://www.sepa.org.uk/guidance/ppg/index.htm. |
